Sedimentary boulder on top of volcanic plug

Mt Eliza on Lord Howe Island is the remnants of a volcanic plug. Near its basalt and jasper peak lying by the side of the path is a semi-fossiliferous boulder that is obviously sedimentary. How did it get there?
